From Law to Practice: Key Guidelines for Adapting to the New Regulations Against Food Waste

On Thursday, January 29, 2026, the workshop “From Law to Practice: How to Adapt to the New Law Against Food Waste in the Agri-Food Sector” took place. The session was designed to help companies across the food supply chain understand the main requirements of Law 1/2025 on the prevention of food losses and waste, and to facilitate its real implementation in day-to-day operations. ..

The event, organized by ASINCAR as part of the communication and dissemination actions of the SPRINT project, co-funded by the European Union, was conceived as a practical, accessible space focused on addressing real questions about a regulation that represents a significant change in the way food is managed throughout the entire supply chain. , .

During the opening, the SPRINT approach was presented, based on a clear idea: reducing food waste requires different perspectives and joint efforts. For this reason, the project is built on a multi-actor model that combines diagnosis, co-creation and implementation of solutions in areas as diverse as households, the HORECA sector and supermarkets. The involvement of the Spanish entities participating in the project was also highlighted, including Innovasturias (coordinator), together with CREDA, ASINCAR, ABAMOBILE, Cis_Robotics, the MasyMas supermarket chain and the Artiem hotel group...

. ,The main presentation was delivered by Tatiana Vázquez, an ASINCAR consultant and professional with extensive experience in the agri-food industry, who clearly and practically broke down the key contents of the workshop. She began with the basics, clarifying fundamental concepts: what the law understands by food, losses, waste, by-product or waste. Proper handling of these concepts is essential to correctly interpret the regulation and avoid subsequent errors. From there, she provided an overview of food waste by sector and reviewed the main legal obligations affecting companies.

One of the most relevant moments of the session was the analysis of the hierarchy of priorities established by the law. First, prevention at source. Then, when no other option remains, facilitating donation for human consumption. Next, animal feed, industrial use as a by-product and, only as a last resort, management as waste. This section also addressed the obligations related to food donation and the exemption scenarios applicable to certain companies.

A significant part of the workshop was devoted to the food loss and waste prevention plan, one of the key elements introduced by the law. The session explained the real purpose of this plan, which must include at least: an initial diagnosis, clear objectives, preventive measures, indicators and periodic review. With a very practical approach, common questions were addressed: how to quantify losses and waste, how to analyze their causes, how to define realistic corrective actions, and how to record and effectively monitor results over time. ..

The session concluded with a highly participatory Q&A, during which attending companies raised specific questions on issues such as the classification of by-products, internal consumption of non-compliant products, donation agreements or the existence of official guidelines for drafting prevention plans. It was clarified that, at the time the workshop was held, a specific national guide had not yet been published, although reference materials are available in Catalonia.
